In Tesla's you can precondion the battery before you even leave your house if it's really cold. Even on the road as your heading to a Supercharger! Charging times when that is done should be virtually the same as on a warm day.

But of course ICE vehicles consume more energy in cold weather too.

Just the physics of them. They are not immune to cold weather.
