Virtually every single smart meter installed at residential properties today cannot turn off your power.

They still have to come out to your property and "pull" the meter and put a dummy plug in it's place.

YES.... Can smart meters cut off power? | Smart Energy GB

Suppliers are able to remotely switch off energy supply with smart meters, but only under very strict circumstances. Consumer protections against energy supply being cut off are the same for smart meters and traditional meters.
