New York Times article attempts to blame China for Red Sea shipping debacle. The US previously challenged China to introduce ground forces to combat instability in Africa created by Al Qaeda, Islamic State, and other groups which received support from the US, NATO, Saudi Arabia, Qatar, Israel, and so on. Hope is to get China into a hornet's nest where they're attacked on multiple sides by US-backed terrorist groups. Given the 2012 Pentagon report on US-backed jihadists, it doesn't make a lot of sense for China to fix a problem made by US and Israel.
