Bill, I keep seeing it parroted in the media. This article, for instance, quotes the NYTimes:

Trump can delay paying full E. Jean Carroll damages until after appeal: Report (The Hill)
The former president and business mogul can pay the millions of dollars to the court, which would hold the money while the appeal is pending, notes the Times.
So although Carroll won't get the $83M, Trump still has to pay while the appeal is pending.

Trump could also secure a bond, if he doesn't want to pony up the full $83M during the appeals process. Maybe he can get favorable terms of the bond by vastly inflating his net worth based on what some Saudi prince would pay for his properties ...
