William, I suspect that user's IP address is used to determine his uniqueness. In this case, the number of different users might be extremely overstated. Even when you use the same computer every time you dial-in your ISP assigns you a different IP address and you become a "different" user. Advertiser might be stupid (I'd rather say he might not know few things about TCP IP) if it's a small travel agency or some other small business, but any big company will have enough resources to figure this one out.
