No, it's a switching device. When you move the second mouse it senses it and automatically switches. The mouse will probably just pick up where the other one left off. It is designed for someone who wants a mouse and a trackball and wants to swap back and forth without unplugging in the back of the computer. IMO

I defer to Dirk on the multimonitor card. The press release is hard to read, mostly hype. ie "exceptional resolution and refresh rates" but they don't tell you what they are.
