Yes, but actually, in this case, the failure to respond sends the signal that they think that their response IS important. , at least with respect to the effects of that response. The flaw in the logic is that after a protracted period of non-response, it takes on the mantle of a negative response. Since this negativism is almost a certainty after this non-responsiveness period, it makes me wonder how bad the reality must be if a company is willing to accept some fixed amount of negativism as an alternative to full disclosure.
