I responded to question like that a while ago.

The Obama - Clinton Disaster Message Board - Msg: 26661203 (siliconinvestor.com)

and there were a few comment made on the "Flynne Effect" etc.

A measurement like IQ is highly dependent in the environment a child grows up in.

"The Bell Curve" is an extreme politically motivated book, and we have now gone to another (and opposite) extreme politically motivated view.

A sane person might suggest: "Less wars, more education and positive family values orientated support".

But somehow, I think such a view will never gather support as things stand at the moment.

Flint water does not help IQ etc.
