Russia must have captured evidence of something the CIA was doing and the Navalny blood clot confirmation and NYT revelations about CIA spy bases are an attempt to get ahead of the story - a way of saying, "see, we are honest too". Could be the story of the attempted Ukrainian assassination plot on Tucker, but there's probably much more to it. I've thought for a while now that Russia is using honesty as a weapon against us - being as scrupulous as possible to keep their released intelligence truthful so that they can become more trusted than our own overlords. IDK why Tucker thinks it's obvious. It's not obvious to me why lying liars would suddenly come clean or contradict one of their narratives.
