My Dad was a civil engineer, specialised in big water projects. He said, unless it's a fossil supply, no can say they own the water for practical purposes. We simply borrow it. Some legal entities may disagree, but in reality it's true. You can charge money for processing it, but it still isn't owned.

From a national security POV. it is in a nations interest not to allow foreign entities to own its water supplies.
