There was a concept I was trying to communicate, but I still see you are using the word "blame"... too bad. No I don't think the USA is to be blamed for the actions of Stalin. That would be silly. Here is the motley crew that Britain should accept responsibility for that helped the Soviet Union. Unless a nation or organisation goes through that process, nothing changes and the old problems remain.
