That's the kind of talk that "woke" ideologists engage in. Saying that RuZZia has the capacity to reduce its CO2 emissions is completely meaningless. Everyone does. Duh. Saying that RuZZia could show some "goodwill" by voluntarily reducing its emissions is also completely meaningless. Imagine PooTin saying, "Hey Ivan! Go reduce our CO2 emissions. Maybe that'll convince the U.S. to stop supporting Ukraine." Why is John F'n Kerry, an experienced bureaucrat with decades of foreign policy experience, saying crap like this?
