The voltage issue is a safety factor if the newspaper report is to be believed. The driver of the emergency vehicle was concerned of the electrocution hazard. It looks as that question caused a delay in assistance.

So even if the electrocution hazard was zero, it is not widely believed yet, and that in itself is a safety hazard.

Maybe she was electrocuted? I don't know & I am not being anti EV or anything, it is an opportunity to improve the safety image of the technology.
