I think help building their own police force has already been tried, If I'm not mistaken I seem to remember the RCMP having officers there helping to train Haitian cops, that place is a mess, let us stay out of it

Apparently you haven't read the links I posted. The Clinton's laundered billions through Haiti. They are despised there. Too bad our system has been reduced to plundering the finances of the US and any other country foolish enough to let us in the door.
