He can take out a loan and use his shares as collateral. The loan company can use the shares to short against.

This is a game as old as the market.

It's probably already happening. It's impossible for retail to short at this time. So any selling is coming from longs or company insiders.

This is the fee to borrow shares. They have it locked up tight. No competition to sell.
