The regulatory reference is due to the historical oddity of COMSAT's birth. Back in the early 60's there was no commercial space industry. The International Telecommunications Satellite Organization (INTELSAT) was an international agency established by the member governments to provide international satellite communications between them. The US helped to establish COMSAT as a quasi-government corporation in the manner of Fannie Mae, to discharge its responsibilities in INTELSAT. Thus, COMSAT was and is the US voting member in INTELSAT acting on behalf of the US government. That's in addition to the commercial activities it has engaged in.
