Ascend insiders will have a "black out period" put on them a few weeks before earnings are due....so you may see an uptick in insider activity... just to free up some cash in most cases....

Yes, there is a window each quarter (absent mergers/acquisitions). I'm not sure when the window closes. It may include all or part of March as well.
