I cannot agree.

I would very definitely call this document a very clear and unambiguous registering of an intent to offer shares for sale.
It is the governing document of a fund-raising exercise.

I would expect to see the first offer publicised within a couple of months, maybe sooner.
The SEC should confirm registration within a couple of weeks and the first sale could be immediately afterwards. Why not ?

I see this phrase often quoted by people who don't like the opinions put forward by other people, because they don't accord with their own.

Maybe it's an irregular verb.
Such as

'I have a reasonable and firm opinion.
You create rabbit holes.
He is an a**hole. '
