There are always some limited exceptions... If someone genius level kid wants to study bio-mechanics or biology then we have to find a way for him. If some kid wants to be an anthropologist after watching Raiders of the Lost Arc he needs to get a job at Burger King. Education is not a right it is a privilege. Putting me on the hook for educating average kids is not increasing the value of my citizenship. If a kid wants to be a welder or a carpenter he can do it the old fashioned way, trade school, Burger King and apprentice.
