Answer:

First they have to register. Documentation is required for that. If they're not registered, they can show up to vote but will be shown the door if not the cops.

I registered to vote when I moved to NC and I got a letter from VA documenting that I was off their rolls. Presumably all states do at least that.

You can yap all you want about peripheral issues having to do with both legal and illegal immigrants and drunks but all you need is those two steps and you're covered.
I'm sorry but this is non-responsive to my question. I'm trying to understand what procedure, documentation, evidence or proof is available to guarantee, beyond the registrant's own assertion, of eligibility to vote, particularly, in a federal election?

The question, "Are you a citizen" doesn't cut it. In Texas, to get a drivers license, as proof of residence you have to present a water bill in your name, a rental contract or evidence of home ownership, or other proof of residence acceptable to those workers.

So, you understand where I'm coming from, when I was a practicing CPA, many of my business clients worked on real estate or did other work involving manual labor crews. There was a corner near Fair Park in Dallas where the contractor would show up at 7am and say, "I need 10 guys for three days" and his truck would be full of Mexican workers in seconds.

I had to explain to my clients: "You cannot hire these guys without having ID and SSN, and W4. Period. We have no workaround anymore. You must comply or you will be penalized."

The next week they sent in copies of SS Cards for each worker. There must have been 10 "Juan Gonzales" SSNs, all purchased at a local flea market. Some had the same SSNs as well.

The point is if you're in the country illegally you do not care about this trivia. If someone says, "Here's a 20 if you go vote" then you'll find takers.

To just claim it isn't being done because no one would bother is not a competent protection against fraud. It just isn't.

And I don't see you making a credible argument beyond that.
