People tax-avoid by not showing high income. Shelters are often seen as a legal bypass, at least until they audited and the line is clearer. And of course cash transactions are often not reported. "Under-the-table" or black markets. The bar of self reporting taxes on wealth not reported is usually based on what someone can get away with. The temptations are just too great. Taxes are wink-wink. And plenty people think it's necessary to withhold from the "evil state" -- that blows left and right wing. People who pay their true taxes don't receive the recognition they deserve. Paying one's fair share of taxes is a form of patriotism and community. Others see you as a fool.
