Popularity of an idea does not determine its validity. Those states in particular have a habit of passing laws that don't actually address reality.

To "cheat" means one has broken laws, rules or violating the spirit of them. Voter outreach does not even violate the spirit of the laws and rules. Admittedly, some of the claims you have made would do that, but no evidence has been presented that had actually happened. You may think a get out the vote program in a minority area might, but that would be just another made up bullshit thought you are indulging in.
