Mexico. Seems to me that the European move to get GSM in Mexico would be an uphill battle. Look at it politically and psychologically. Mexico is member of NAFTA; it's joined at the hip with the U.S., economically, and psychologically with North America. The logical choice would be CDMA, which integrates Mexico even more with the North American economy, which is where it's future is.
