Too bad that this board has evolved into a chat session without any information of importance. Isn't there an FTEL -Off Topic thread and a clubhouse that would be perfect for the last 100 or so posts? If so can we please take it there? Let's post information concerning FTEL on this thread and leave all the nonsense to some other thread. Most of us whose lurk on this thread could care less what wine you all drink. Am I the only person who don't have time to click through 100's of posts full of "chat" in hopes that there is something of importance in one of these post, as there invariably are?

3Com - As promised at Comnet '98 3Com announced their IP Voice
Strategy and will be voice enabling their Access points.

Delta Three - Would you believe that Delta Three is now terminating
some minutes for AT&T? It's true. I heard about a rumor which
started at a recent Aspen Insititute conference where the CFO of
AT&T made a remark regarding their relationship with Delta Three.
I was able to confirm this rumor at the recent PSTN/IP Gateway
workshop in Sophia.

VocalTec - Recently announced their plans to develop "Carrier Grade"
Gateways with ECI Telecom and their revised approach to sell products
into the Carrier marketplace.

Knowledge by Design recently announced OzTel - a new NextGen Telco
running in Australia using equipment developed by CpIP. Their initial
pricing structure for long distance Internet calls using their
telephony gateway is as follows:
"With an initial membership of $20 (Aus) users can call Hong Kong for
25 cents a minute, Sydney for 3 cents a minute and Melbourne for
3 cents a minute." ( kbd.com.au )

Cisco Systems and GRIC Communications: Team on Internet Telephony
Settlement. Companies Facilitate Global Deployment of IP Gateways;
Lead Development of Settlement Interface Standard.
recently announced that they are teaming to facilitate the global
deployment of Internet telephony gateways, roaming authentication
and settlement services. The two companies will also cooperate
toward the development of a global Internet telephony settlement
standard.

FCC Hearings on ISP / Access Charge Reform on February 19th -

I've been invited to testify at the FCC En Banc hearing which is being held
on February 19th in connection with the FCC's report to Congress on
Universal Service. A copy of my presentation will be available on my
website starting on February 20th. When posted, it will be available

This hearing could have a significant impact on the near term regulation
of NextGen Telcos and others providing IP telephony services in the
United States. If you are from the greater Washington, D.C. area - you
may want to drop by the FCC for the 2pm meeting. This event will also be

IN CONNECTION WITH REPORT TO CONGRESS ON UNIVERSAL SERVICE

The Federal Communications Commission will hold an En Banc on
Thursday, February 19, 1998, from 2:00 p.m. to 4:00 pm, in Room 856 at
1919 M. Street, N.W., Washington, D.C. The En Banc is in connection with
the Report to Congress on Universal Service required by statute.

The 1998 appropriations legislation for the Departments of
Commerce, Justice, and State, Pub. L. No. 105-119, directs the Commission
to undertake a review of the implementation of the provisions of the
Telecommunications Act of 1996 (1996 Act) relating to universal service,
and to submit a report to Congress no later than April 10, 1998.

At the En Banc, the Commission will hear from panels of experts
addressing issues regarding various definitions in the 1996 Act, as well
as the payment and receipt of Universal Service contributions by
information service providers and telecommunications carriers.

The En Banc is open to the public, and seating will be available
on a first come, first served basis. A transcript of the En Banc will be
available 10 days after the event on the FCC's Internet site. The URL

The En Banc will also be carried live on the Internet. Internet

Workshop: Internet Telephony One on One with Jeff Pulver (Mar 2 and 16)

In my continuing quest to help educate the marketplace, I've just added a
couple of workshops to my schedule - entitled: "Internet Telephony One
on One with Jeff Pulver".

These have been scheduled for:

Follow up to: Internet Telephony SHOULD NOT Be Regulated

Shortly after I posted the this story in the January 23, 1998 issue of The
Pulver Report - I received the following e-mail:

Dear Jeff:

What you wrote in your mail is true for India. The Indian government owns
the ISP which is the only one in the country . No private ISP are allowed
here. I received this e-mail sent to all users by them recently regarding
internet telephony. I feel it's a sheer mockery to call our country the
world's biggest democracy where there is no freedom for internet media &
all communication like telephone etc is a government monopoly.
Our basic fundamental right of freedom of speech is being violated.

This e-mail was sent by Indian ISP to all-users on january 5th 1998.

Dear Internet Customer,

As you are aware, the usage of Telephony on the Internet is not permitted
as per the terms and conditions of your Internet subscription and the
Indian rules and regulations.

It has come to our notice that some agents are actively selling Internet
Telephony by offering low tariffs. We would like to inform our customers
that this type of usage of Internet is illegal and violative of the terms
and conditions of the Internet subscription.

You are advised not to use the Internet connection for Telephony or Fax
applications. VSNL would be monitoring the use of Internet and those
subscribers who are found to be violating the conditions of subscription,
would be permanently debarred from using Internet services.
Internet customer are also advised not to send unsolicited mail to other
customers. Many of the Internet customers have requested that VSNL block
unsolicited mail to their mail boxes. We would therefore be constrained
to block the account of those customers which continue to violate the
above conditions of Internet subscription by sending unsolicited mail
messages.

Recap from: Redeveloping the PSTN/IP Gateway Workshop

Redeveloping the PSTN/IP Gateway Workshop took place in Sophia Antipolis,
France February 3-4, 1998.

For those of you where were in attendance - I think you would agree that
the room the meeting was held in gave us all the feeling that we were
holding the "IP Telephony World Congress".

When I first walked into the room I had the feeling that I walking into
the General Assembly at the United Nations. It took me about three
hours to get used to the layout of the room and the dynamics of using
the microphones which were built into the countertops.

This workshop brought together a mixture of service providers and
equipment vendors and started to provide an open dialog amongst the workshop
participants.

Feedback from the Discussants included words like: "Good serious workshop
last week".

Some time at this workshop was spent discussing Codecs and the
current status on things like G.723.1 and other Interoperability issues.
During the two days there were some references to SMG and UMTS
reflecting work being down in the GSM space which might be able to be
applied to the IP Telephony space.

Ami Amir from RADVision provided a update from ITU Study Group 16 and
provided insight on the things which would (and would not) be making it into
H.323 Version 3.0. Ami didn't think that SIP would be included.

The last session of the workshop focused on the functional requirements
of Gateways - from the eyes of two different service providers - MCI
and Delta Three.

>From a functionality perspective - we were able to agree on three
required functions:

1. Gatekeeper Registration
2. Dynamic Reporting of State of Gateways / Gatekeepers
3. E.164 Registration

I believe we were also in agreement that the industry should support
a standard CDR - and while Bellcore may have written the book on
CDRs - it's also possible that the kind of CDR needed for IP Telephony
Gateways may be just a little different what has been already developed.

The following are the fields were suggested to be included in the
CDR:

1. Start Time (based on Atomic Clock time)
2. Stop Time
3. CallerID
4. Dial Digits
5. AB Number
6. Origination IP Address
7. Destination IP Address
8. Destination Number
9. Gatekeeper IP Address
10. Bit Rate
11. Codec Selected
12. Network Metric (# of hops)
13. Round Trip Delay
14. QoS relative to what was purchased
15. Reason the Call was Dropped
16. Billing Method for the Call
17. Packet Loss%

(Feel free to suggest additional fields for this CDR).

Joe Rinde from MCI suggested that Gateway vendors should provide APIs
which allow carriers to create Gatekeeper functionality on their own.
APIs should also be provided to give direct access to Accounting CDRs.

I was also asked to post the following questions to Service Providers:

a. What do Service Providers feel should be in the Gatekeeper / Gateway
themselves?

b. From a Service Provider Perspective - to what level do they want to
trade information? "How low does it go?".

Feel free to add to the working field list for the CDR and if you are a
service provider - please feel free to answer questions (a) and (b)
above.

How to get COVERAGE in the Pulver Report?

Companies frequently ask why I don't write about their specific product
offerings... We here's some general advice to Companies that feel a
little slighted. First, it's not intentional. I'm frequently on the
road for weeks at a time and get well over 300-400 emails a day and there
are times when I'm just not able to catch up with all of my messages.

One thing that has worked for some companies is to fax announcements
to my home fax machine +1.516.487.7269. Others call my office and make
appointments to visit me when I'm in Melville, NY to give me a briefing
on their new products or service announcements.

As a general rule I try not to write about "me too" product announcements
and offerings. Due to limited space - only one of every three briefings
which I participate in become the basis for a story is covered.

Also - If you have industry gossip you would like to share for my "Heard
on the Net" column - feel free to just send me a quick note.

Looks like the Fairmont Hotel is close to being 100% booked for Spring
'98 Voice on the Net. (This is also a direct reflection on the number of
people already registered for the conference.) If you are planning on
attending the conference and have not yet make your hotel reservations -
now would be a good time to do so.

Spring VON Interoperability "Exhibition" at San Jose Tech Museum
on March 31st.

On the night of March 31st from 8pm - 11pm at the San Jose Tech Museum
vendors will once again have the opportunity to demonstrate H.323
Interoperability. Look for a mixture of H.323 Gateways, Gatekeepers,
Clients and MCUs.

On June 23-24 1998 I will be producing "Fax on the Net" which will be a two
day workshop focusing on enabling IP Fax Technologies and the Service
