This is presumably the garbled news story of the day.

Personal computer makers will be able to bundle either Microsoft's Internet Explorer or Netscape's rival Navigator with Windows 98, Patrick Tensil, Microsoft product marketing manager in Germany, told Reuters in an interview.

Or maybe there was a translation problem somewhere along the line. Or maybe you can really just replace IE with Nav, despite all that "beyond the comprehension of mere mortals" stuff. Somehow, a garbled story seems the more likely possibility.
