Regarding your short info... that may be true for your particular brokerage house, but far from fact in general. If you have sufficient funds/equity to cover, you can short BB's (I've done it). However, you do have to have a short/margin account setup from which to do it - though this does not entail a special "license". Mind you, this is in Ontario - rules might be different south of the border.
