If you mean pause a video and draw a box around a selected part of it, command-shift-4 does that.

If you mean record a portion of a playing video to make another video out of it, yes, command-shift-5 has that option and the choice to show the cursor or not.

I don't think it can record the action itself of doing those things though (like a demonstration video), but I haven't tried it. I believe there are free tools for that on macOS but I've never needed to do that.
