Because drugs are illegal they're VERY expensive. So a lot of addicts are homeless. They don't have homes to get stoned in. Portugal's approach worked, ours didn't work for 90 years but we continue to waste money and the lives of kids hoping that it will work someday miraculously. Just foolish. Remember when the right told us the sky would fall if weed was legalized?
