Where do you think "that money" came from? It was coughed up by the taxpayers. Could Congress have directed where we spit it? Sure, but, other than the VA, I can't remember when we last built hospitals, nor paid "social care bills" for illegal immigrants, other than WIC and ER care, so "could have" is pretty much nonsense.
