Russia has taken over partial control of 4 regions in Ukraine since the war began. So, they are winning the war in that regard. Yes, both parties have suffered lots of casualties on the front lines. With all the aid Ukraine is getting, they should be winning the war. The reason why they are not winning is that they have suffered greater man power casualties than Russia. All of this could have been avoided if assurances were given to Russia that Ukraine would not join NATO.
