Bandwidth in New York and Eight Other Large Cities Now Ranges From 800 MHz to 1,000 MHz

Total Channel Pops Increase to More Than 875 Million

NEW YORK--(BUSINESS WIRE)--Feb. 19, 1998--WINSTAR COMMUNICATIONS, INC. (NASDAQ - WCII) announced today it has obtained or signed agreements to acquire 17 additional 38 GHz licenses covering 33 channels in 13 major metropolitan markets throughout the U.S., including 8 of the 25 largest cities in the country. In total, the licenses represent 75 million new channel pops (covered population multiplied by the number of channels), raising WinStar's consolidated license coverage to more than 875 million channel pops.

WinStar's bandwidth now amounts to 1,000 MHz in Fort Lauderdale, Miami and Tampa; 900 MHz in Atlanta, Cincinnati, Houston, New York, St. Louis and Spokane; 800 MHz in Buffalo, Dallas and Seattle; 600 MHz in Boston and 400 MHz in Nashville. The company also increased its spectrum holdings in Colorado Springs, Richmond and Tucson.

Eleven of the new licenses accounting for 29 channels were granted to WinStar by the Federal Communications Commission (FCC), which recently ruled on a number of applications submitted by the company in 1994. An additional 6 licenses representing four channels are being acquired by WinStar, subject to FCC approval, from a number of different parties.

WinStar Communications, Inc. is a national local communications company, serving business customers, long distance carriers, fiber-based competitive access providers, mobile communications companies, local telephone companies, and other customers with broadband local communications needs. The company provides its Wireless Fiber services using its licenses in the 38 GHz spectrum. The company also provides long distance, Internet and information services.
