He will use presidential immunity and "Project 2025" and weaponized agencies to achieve his goals. That's what Biden (and Dems) have done for years - Trump will eliminate or reduce those agencies and their power with the help of the recent SCOTUS Chevron decision. All the energy mandates for appliances, gas stoves etc. Gas mileage quotas that will eliminate ICE vehicles and EV forced adoption etc etc. Then you have the woke educational crap aimed at children the DOE.
