He's only moved by threats to his political existence, so he's gonna try to keep the war going for as long as he can.
Which goes back to Brandon and how he can ratchet up the pressure.

I don't see Blinken being in a position to make these sorts of decisions, for example. Blinken is a competent guy, AFAIK, but he's limited by his pay grade as he should be.

Just another example of why it's not enough to simply have competent people surrounding you. There are plenty of decisions that cannot easily be delegated away.
