The overlay essentially took all of the GSM backhaul (i.e. basically everything from the phone line connected to the antenna tower) and put up an IS-95 CDMA base station. If you cannot migrate from IS-95 to WCDMA then you cannot migrate this system either. Basically what QCOM just proved is that you can take all of your installed equipment on the front end (basically the stuff hanging on the antenna tower and in the building at its base) and replace it with IS-95 and have more capacity for a relatively cheap price. Relative to a brand new system at least.
