I misspoke back in July of 2021 because I didn't fully understand how the vaccine works.

Specifically flu vaccines have a terrible history of being ineffective each year since it's a cocktail designed to tackle any of hundreds of possible flu's for each season. Covid was more specific as we only had one or two variants in the early days and you would have expected it to be more or less effective - but I still got covid twice even after being vaccinated. Whether it had any effect I don't know and could never prove/disprove - I do know my (81 year old) mother got the very first covid before a vaccine was available and she felt fine in two days after the hospital immediately sent her home after giving her nothing for the flu. Both times I got covid it took a good two weeks to feel better but never felt life threatening.

As far as presidents or leaders - Trump moved heaven and earth to get us a vaccine as fast as possible and used his business skills to order the vaccine be made prior to approval to juice the pipeline when/if approved. Most politicians would have waited until approval delaying availability while they ramp up. Worst case it fails trials and you toss it in the trash wasting a few million - but if approved you save lives that would have been lost waiting for production to ramp.
