The point is not whether or not it's better to keep families together under those circumstances. That's a detail TBD.

The point is whether it's the federal government's business to legislate and administer a program to fix the alleged problem of women failing to breed up to the level he/it deems appropriate. It's part of the movement to produce more babies, the most prominent component of which is outlawing abortion and birth control. All of which is intrusive and antithetical to individual liberty.
