Everyone recognized the needs for local police reforms. Local Republicans also railed for years against the bankrupting-higher-and-higher budgets of local PD's. Only a few loud extremists called for "defunding" as opposed to the calls for needed reforms. This also included better training and practices as the Rodney King beating and later George Floyd came to represent. It was always a matter of improving solutions for public safety in a broader long term sense that also prioritized constitutional policing and justice.
