The ability or inability to clone a digital phone is not relative to the frequency band. All three digital technologies (CDMA, TDMA and GSM) are very difficult to clone. The FBI is currently having problems with all digital technologies because it severely hinders their ability to "monitor" such conversations.

The fact that Sprint PCS uses 1.8GHz is not an issue. I guess if 800MHZ is not "true" digital because of the frequency band.... then my CD's aren't "true" digital either.

Hope this helped.
