The public is vested in the violence and won't be held responsible. As the Israelis claim the number of victims is exaggerated, the same is true of their estimates of Hamas operatives. They're assuming that the Gaza population has turned to Hamas to resist the military aggression. It is all part of the war on terror or counterinsurgency process which creates many more militants at large than it kills, not necessarily Hamas members.

Fitch is the last of the three rating agencies to downgrade Israel's credit rating since the Gaza war began, following Moody's and S&P; Finance Minister Smotrich said the move was 'expected' citing Israel's 'most costly existential war' to date

Explaining why it had declared that the outlook for the Israeli economy was 'Negative,' the agency wrote that, "in our view, the conflict in Gaza could last well into 2025 and there are risks of it broadening to other fronts. In addition to human losses, it could result in significant additional military spending, destruction of infrastructure and more sustained damage to economic activity and investment, leading to a further deterioration of Israel's credit metrics."
