Hosting kiddie porn or drug marketplaces just isn't the same as "liking a meme". Telegram isn't like the Pirate Bay, which is an interface to a content agnostic protocol that doesn't itself host content. Durov is a French citizen and can't simply ignore court orders with respect to content he is hosting and serving, and then expect to be able to travel to France without consequence.
