Laws and consequence differences between our two countries.
No that's not it. You break the law in Japan, you suffer the consequences, just like in America.

One difference, however, is that Japan's justice system is very favorable for the prosecution, while here in America, we care about innocent until proven guilty.
You have to jump thru a lot of hoops to acquire a gun in Japan.
Japan has their own history of "arms control." Some of the martial arts invented during the Japanese feudal era were meant to get around their strict control over weapons.

In any case, the biggest contributing factor toward Japan's low crime rate is their cultural homogeneity. They have a culture of shame, and they don't like "outsiders" watering down their culture.

It's not something that could ever apply to a nation as rich in cultural diversity as America.
