The first step in a meritocracy is that you must be legally in the country. Did you not understand or are you evading? I was applying the notion of meritocracy to the selection of people to welcome in. Illegal entry is one issue. Immigration is another. No one is advocating for illegal entry. Some don't want legal immigrants l while others see promise in that. Conflating them is neither helpful nor apt. Whom would you want as legal immigrants? Please don't say people from Norway.
