Yep - the kid is 14 which makes the parents responsible. I said the dad should be charged yesterday or the day before. There are way too many people having kids that at aren't qualified to have pets <---not great sentence structure but you get the idea. Many of these people spit them (kids) out like Pez dispensers just to get benefits. These are innocent babies with great futures until the wrong parents get them. Birth control or adoption are both options
