It sounds like you are trying to excuse a license to steal Robert.
Economic realities are a situation that capitalism has to face and
it is governed by the law of supply and demand thus controlling
over production and waste. Interference in that process by ruling
authorities leads to poverty for all.

A speech that any opposition party would give?

Rallies to protest against conditions are organized in all countries.

Clearly not the same as Tselinny. The unpaid wages are not those of the employees of Tractabel but of small inefficient and run down state mining exterprises and of no interest to foreign investment in the southern portion of the coutry. It has been a hard winter for some harder than we can possibly imagine and this is the political rumbling which is the result. The workers from this region previously marched in almaty but against the offices of the governemnet - and if you are concerned about this being dramatic political unrest - a protest of a few hundred people is rather small compared to that which you see in some western countries- 1996 saw an angry mob of left wing unionists in Australia storm the parliament and loot the parliamentary bookstore - what they could have found of interest there to loot is quite beyond me - smashed windows and did as much damage as possible. This is democracy in progress.

There is zero sinilarity to Tselinny et al. Tractabel has been investing substantially more and by all accounts making real progress - again I would suggest that this is merely political grandstanding and the comments of a unionist are not necessaril those of the government - just like Canada.
