I don't know if there is any way to know for sure, but my take is that this is the amount they felt they needed to get to profitability, with minimal dilution for existing shareholders. More money would have meant additional dilution, and less might have left them short. If storage revenues ramp as expected in the second half of 1998, their financial picture should brighten.
