Inode, The only thing I've made my mind up about in this regard, is that we have *no statistical evidence* that California management did anything that improved the outcome in that state. What the Brandon are you talking about? I just gave you the statistics. That's the evidence. It's up to you to decide whether those statistics were due to good crisis management or just dumb luck.
