Data centers are primarily built to meet local demand. As a result data centers are being built everywhere there's local demand.

Local demand from consumers takes all sorts of forms from entertainment, banking, sales websites - just everything. This build local content while purchased content comes from remote data centers where it's created or owned.

Data centers are like petrol stations. If you have petrol or diesel vehicles, your country "hogs" petrol stations.

You can't build a petrol station in Kenya for Italians to use in Italy - only when they visit Kenya do they become useful to Italians.
