Shocking. Rich folks living on the coast benefit most from Federal flood insurance programs.

I'm sure there were many folks who's houses had never flooded before and they thought they were safe from flooding. FEMA has flood maps that mortgage co's will require you to have flood insurance, to protect their loan. Hard to predict a 500 yr flood, or whatever it was.
