T Yep, You need a site that can hold two large bodies of water close to each other but at different elevations. Then you have to do environmental studies, terraform a crap ton of land, have access to a source of flowing water, etc. A good friend from my college days at WSU works for the Bonneville Power Administration en.wikipedia.org He works on pumped storage projects.
