I believe the DOJ attack on MSFT in 2000 was DIRECTLY responsible for the success of Apple and Google. I believe Al Gore got positions and stock on both about that time he lost due to hanging chads. I agree they (Alphabet/Google and DOJ) will drag it out and make concessions like paying for news, etc. They should probably keep track of where they scrape any info to display at the first level then pay that website owner the going rate for the click as if the click to an ad came from the website they stole (er scraped) the info from.... The big money behind the Biden to Harris coup probably has this figured out and is backing some small companies they figure will benefit.
